State Superintendent Tony Thurmond Announces Free Statewide Online Suicide Prevention Training Program

SACRAMENTO—State Superintendent of Public Instruction Tony Thurmond announced today that the California Department of Education (CDE), in collaboration with the San Diego County Office of Education, is launching a free online suicide prevention training program available to middle and high school staff and students throughout the state.

“The COVID-19 pandemic not only disrupted the academic lives of our students and families, but it may have contributed to emotional and mental health challenges that some of our students struggle with,” said Thurmond. “It is important that students know that they have someone to turn to within their school community when they are feeling overwhelmed. Providing this specialized training to school staff and peers can not only be utilized to support students in crisis during the critical time we are in now, but any time a student is feeling despondent, stressful, and alone.”

Orange County Safe Routes to School Action Plan Downloads

Orange County SRTS Action Plan (final).pdf.

This Safe Routes to School Action Plan summarizes findings and recommendations for

Safe Routes to School support throughout Orange County, California. The Plan recommends

that the critical first step in improving Safe Routes to School (SRTS) in Orange County is to

establish a countywide Safe Routes to School program.

The project team assessed existing SRTS efforts already underway in the county and engaged

with stakeholders and those impacted by or interested in supporting safe school travel to learn

about opportunities and challenges for SRTS efforts countywide. Results of this engagement

and research found that although schools and school districts across Orange County

are already conducting a wide range of SRTS activities, they are experiencing challenges

with competing priorities as well as a lack of staff resources to dedicate to ongoing SRTS

programs. 70% of the county’s schools fall into the top two tiers of the Plan’s needs analysis,

demonstrating the opportunity and need for more support for SRTS.

The Plan’s main recommendations include:

1) Establish a countywide Safe Routes to School Program

2) Create and sustain lasting partnerships

3) Develop a culture of safety

4) Fund and build safe streets

This Plan includes specific actions and strategies

to achieve its four main recommendations, as well

as appendices of further resources to support

implementation of SRTS activities across the county.

OCTA Bicycle and Pedestrian Subcommittee September 15, 2020Meeting

Safe Routes to School (SRTS) is a movement dedicated to making it safer and easier for students to walk and bike to school.

Local communities do this through a comprehensive approach that incorporates the six E’s of SRTS: education, encouragement, engineering, enforcement, evaluation, and equity.

To date, more than 17,400 schools and 6.8 million students nationally have benefited from SRTS projects and programs.

Developing an Action Plan

In Orange County, OCTA and the Orange County Health Care Agency (OCHCA) are leading the SRTS Action Plan that will serve every school and school district with a series of steps to advance more SRTS improvements and activities.

Funding for this project is provided by Caltrans.

PTA and Safe Routes to School

California State PTA Vice President for Community Concerns Kathy Steinberg shares key takeaways for PTA leaders from the Safe Routes to School National Conference which brings together educators, legislators and parents to make it safe, convenient and fun for kids to walk or bike safely to school.

TAM administers the Safe Routes to Schools (SR2S) Program, which works to relieve traffic congestion around schools by promoting alternatives to commuting to school, such as walking, biking, taking the bus and carpooling. In addition, the program helps improve safety, promote a healthy lifestyle for youth and enhance the sense of community in neighborhoods. It does this through classroom education, special events, infrastructure improvements, a crossing guard program, and other strategies. To address the unique needs of each school district, a Task Force is formed to bring together SR2S staff, parent leaders, elected officials and staff from the local jurisdiction, traffic engineers, school district representatives, law enforcement personnel and neighborhood leaders. The SR2S program has been in operation since 2000 and involves 58 schools and more than 26,500 students.

OCTA Bicycle/Pedestrian Subcommittee

The Bicycle/Pedestrian Subcommittee is a permanent subcommittee of the Citizens Advisory Committee which provides input and advice on projects, studies and outreach regarding bicyclists and pedestrians.

Bicycle Rodeos are usually for the age group of 4–13 years old. The activities that are provided are suitable for each age so that no one is bored during the event. Each rodeo usually begins with a short lecture on bicycle safety and is then followed by a written exam to test the child's knowledge of bicycle use. Each rodeo has some type of a road course; this is usually the children's favorite part of the entire day. Some rodeos have more funding which allows them to build a small town for the children to ride around in as if it were real. This small town is called Safety Town. Throughout the town there are real life situations such as traffic lights, stop signs, pedestrians crossing the streets, and road intersections. The children learn to handle riding their bikes in this life like setting. Rodeos are a popular place for businesses to come and set up booths to sell bike related products and give away gifts to the children. Many times local radio stations will broadcast their shows live from the rodeo and provide music to add to the experience.

Garden Grove’s Pacifica High School earns state honor for civic education

In recent years, Pacifica High School in the Garden Grove Unified School District has placed an emphasis on engaging students in important civic issues.

And that effort hasn’t gone unnoticed.

Pacifica was recently named one of three campuses in California to receive the Civic Learning Award of Excellence co-sponsored by State Superintendent of Public Instruction Tom Torlakson and California Chief Justice Tani G. Cantil-Sakauye. The accolade was created in 2013 to celebrate schools that promote civic learning — and to highlight successful strategies that can be replicated elsewhere.

Civic education teachers from Pacifica High School

Teachers Leslie Ross, Drew Devoy and Adam Wemmer are credited with pursuing the Civic Learning Award of Excellence for Pacifica High School.

At Pacifica, teachers Leslie Ross, Drew Devoy and Adam Wemmer are credited with pursuing the recognition, which comes with a plaque, an invitation to the California Gold Ribbon Award Banquet and a visit this week from none other than Chief Justice Cantil-Sakauye.

“We are proud that Pacifica High School is recognized among the best of the best in California for equipping students with the knowledge and skills to actively engage in important civic issues that impact our communities,” said Teri Rocco, a trustee with the Garden Grove Unified Board of Education.

In all, more than 50 schools received Civic Learning Awards this year, but just three qualified for Awards of Excellence, which is the highest level. A half-dozen sites received Awards of Distinction, and 47 schools earned Awards of Merit. All of these schools were selected by a panel of experts based on the depth and breadth of their civic learning classes, clubs and programs.

Of course, any conversation about civic education at Pacifica should probably begin with the school’s Service Learning Project, which is considered a signature practice.

Now in its 12th year, the project requires seniors to spend a minimum of 15 hours engaging in civic participation after they’ve learned about local, state and national politics, as well as key issues, in their civics classes. Students can choose to work on behalf of political campaigns, the Orange County Student Poll Worker Program, non-profit organizations or other local initiatives.

While we’re on the subject, here are a few other Pacifica High initiatives worth highlighting:

  • For three years, students have participated in a Community Action Project, completing service hours by studying and developing an action plan for a school issue. Students are currently creating a campuswide recycling program that’s expected to be in place by the end of the year.
  • Pacifica has dozens of service-oriented extracurricular clubs, and the senior class hosts a longstanding Adopt-a-Child program, inviting hundreds of elementary students from low-income families to the campus for a massive holiday event.
  • In November, the ASB hosted a mock presidential election and encouraged all students to participate. Seniors also learned how to register to vote, and those who were 18 at the time were able to complete their registration.
  • Pacifica’s history and social science teachers frequently simulate democratic processes as part of their instruction, including mock trials of historical figures, bill-to-law simulations, political prognostication projects and mock Supreme Court arguments.
  • Finally, the Social Science Department’s “Close Reading” approach to historical texts trains students to investigate claims from various sources. Officials say this is something that caught the attention of the awards committee, which noted its importance given the proliferation of fake-news sites and concerns over misinformation.

For more on the Civic Learning Award program and all of this year’s winners, check out the official news release. And for more on Pacifica High, visit the school’s website.

SAFE ROUTES TO SCHOOL

The goal of Safe Routes to School is to get more children bicycling and walking to schools safely on an everyday basis.

WHAT IS SAFE ROUTES TO SCHOOL?

Safe Routes to School (SRTS) is a national and international movement to create safe, convenient and fun opportunities for children to bicycle and walk to and from schools. The program has been designed to reverse the decline in children walking and bicycling to schools. Safe Routes to School can also play a critical role in reversing the alarming nationwide trend toward childhood obesity and inactivity.

In 1969, approximately 50 percent of children walked or bicycled to school, with approximately 87 percent of children living within one mile of school walking or bicycling. Today, fewer than 15 percent of schoolchildren walk or bicycle to school. As a result, kids today are less active, less independent, and less healthy. As much as 20 percent to 30 percent of morning traffic can be generated by parents driving their children to schools, and traffic-related crashes are the top cause of death and major injury for children ages 1 to 17 in the U.S.

Concerned by the long-term health and traffic consequences of this trend, in 2005 – the U.S. Congress approved $612 million in funding for five years of state implementation of SRTS programs in all 50 states and the District of Columbia. Congress extended the program at $183 million per year starting in FY2010 until a long-term transportation reauthorization is complete. Communities are using this funding to construct new bicycle lanes, pathways and sidewalks, as well as to launch Safe Routes to School education, promotion and enforcement campaigns in elementary and middle schools.

News Release 32 California Schools Named Recipients of 2021 Civic Learning Award

A total of 32 California schools are named this year's recipients of the Civic Learning Awards, an honor which recognizes achievements in civic engagement in the classroom. This year, the awards program put emphasis on school-based efforts that went uninterrupted despite the pandemic.

In the last year, each of these schools moved their classrooms from campuses to computer screens and despite that challenge, they've kept true to their commitment of engaging students in civic learning.
--Chief Justice Tani G. Cantil-Sakauye

Awarded programs will serve as models, giving educators K-12 replicable programs to implement locally as their students pursue the recently approved State Seal of Civic Engagement.

Chief Justice Tani Cantil-Sakauye and Superintendent of Public Instruction Tony Thurmond co-sponsor the award, now in its ninth year. They will host a virtual meeting with the top schools later this month.

Three top scoring schools earned a Civic Learning Award of Excellence:

  • Katella High School, Orange County
  • Walker Junior High, Orange County
  • Cloud Campus (Elementary), San Diego County

Katella High School (Anaheim)– The school is recognized for "Katella Talks," a required program where students learn the “5 Cs” of learning: communication, collaboration, critical thinking, creativity and compassion. As part of the program, students present a problem they’d like to fix in their community or certain career field, conduct research and present the topic to their classmates in a “TED Talk” format. For more than five years the program has helped students improve their listening, speaking and writing skills. This year, teachers adapted the program to a remote format. Katella High School received a Civic Learning Award of Merit in 2020.

Walker Junior High (La Palma) – Every 7th grader at Walker Junior High is required to take a world history class with an emphasis on civics. Students participate in “call to action” campaigns, lead service projects, create public service announcements and participate in student government. Students adapted to distance learning by producing videos and online newspapers to complete their projects. In addition, school administrators incorporated civic learning, planning and implementation in the first goal of their local education plan. Walker Junior High received a Civic Learning Award of Distinction in 2020 and an Award of Merit in 2019.

Cloud Campus (Encinitas) – In 2020, the Encinitas Union School District offered 430 students the opportunity to participate in the the year-long "Cloud Campus" distance learning option, where civics is integrated into elementary classrooms.  In 2020, students participated remotely in activities, including a mock student election, which focused on California ballot measures on affirmative action, voting age limits and consumer privacy. The school also incorporates iCivics resources into its curriculum to further bolster student engagement.

Three schools earned a Civic Learning Award of Distinction:

  • Royal High School, Ventura County
  • Kairos Public Schools Vacaville Academy, Solano County
  • Villa Park Elementary, Orange County

Royal High School (Simi Valley) –The school's Brown Bag Lunch Speakers Series presents a weekly event with guest speakers from local government, businesses and media outlets. During the pandemic, speakers visited with students remotely. The program is open to all students and required for students in certain classes. Royal High School received a Civic Learning Award of Merit in 2019 and 2012 and an Award of Distinction in 2015.

Kairos Public Schools Vacaville Academy (Vacaville) – Middle school students are required to take a community leadership course, where they participate in community service projects that support the school or local businesses. The program helps students learn how to be responsible, active citizens. Kairos Public Schools Vacaville Academy received a Civic Learning Award of Merit in 2020, 2019, 2018 and 2017.

Villa Park Elementary (Villa Park) – Students are required to participate in the Restorative Practices program, considered a hallmark of the school. Whether online or in-person, students in the program discuss issues like race, gender, disability and inequity, often tying them into current events. Villa Park Elementary received a Civic Learning Award of Merit in 2020.

The following schools earned a Civic Learning Award of Merit:

Fresno County–Clovis East High School, Freedom Elementary, Maple Creek Elementary

Los Angeles County–Orange Grove Middle School, Sierra Vista Middle School, Sparks Middle School, Sunset Elementary, William Workman High School, Workman Elementary

Orange County–Anaheim Union High School, Ball Junior High School, Cambridge Virtual Academy, Chapman Hills Elementary, Linda Vista Elementary, Los Coyotes Elementary, Orangethorpe Elementary, Orangeview Junior High School, Oxford Academy, Raymond Temple, Western High School

Riverside County–Perris Elementary

San Diego County–Crawford High, Hoover High School, Mira Mesa High School, The Preuss School (High School)

Stanislaus County–John Pitman High School

Now in its ninth year, the Civic Learning Awards are part of the Chief Justice's Civic Learning Initiative, which includes other programs like Judges in the Classroom.  2021 Civic Learning Awards Announced - Year 2021 (CA Dept of Education)
