Oceanside Safe Routes to School

Oceanside spent more than two years reviewing walking and biking conditions around 26 public elementary, middle, and high schools. This work culminated in a comprehensive Safe Routes to School Plan that envisions an Oceanside where all students have access to safe, convenient, and healthy modes of transportation to and from school. This video highlights just a few of these exciting design recommendations near five of our city’s schools.

 

WHAT IS SAFE ROUTES TO SCHOOL?

Safe Routes to School is a nation-wide program that aims to create safer conditions around schools, and to encourage students, parents, and school staff to walk or bike to school. The program focuses on six main strategies: Education, Encouragement, Evaluation, Empowerment, Engineering, and Equity.

The City of Oceanside, in partnership with Oceanside Unified School District and Vista Unified School District, is kicked off its own Oceanside Safe Routes to School (OSRTS) Plan.  Be a part of the upcoming efforts to let kids live a healthy and active life!

HOW WILL YOUR SCHOOL BENEFIT?

The goal of the OSRTS program is to identify issues, and equip parents, the City, and school staff by providing various tools to address them. More specifically you will receive the following:

  • Suggested Routes to School Map: Based on your input, and what surrounds your school, OUSD/VUSD will provide Suggested Routes to School maps. These maps can help inform you on the safest routes for walking/biking to school.
  • School Site Assessment Report: Based on the walk audit and analysis by our field safety teams, the City of Oceanside will identify a set of school specific recommendations to improve safety, walkability, and bikability to and from school.
  • Safer Streets: The City of Oceanside and the school districts are committed to working together to improve safety around our schools. City of Oceanside, California - Safe Routes to School Project

This Safe Routes to School Action Plan summarizes findings and recommendations for


Safe Routes to School support throughout Orange County, California. The Plan recommends


that the critical first step in improving Safe Routes to School (SRTS) in Orange County is to


establish a countywide Safe Routes to School program.


The project team assessed existing SRTS efforts already underway in the county and engaged


with stakeholders and those impacted by or interested in supporting safe school travel to learn


about opportunities and challenges for SRTS efforts countywide. Results of this engagement


and research found that although schools and school districts across Orange County


are already conducting a wide range of SRTS activities, they are experiencing challenges


with competing priorities as well as a lack of staff resources to dedicate to ongoing SRTS


programs. 70% of the county’s schools fall into the top two tiers of the Plan’s needs analysis,


demonstrating the opportunity and need for more support for SRTS.


The Plan’s main recommendations include:


1) Establish a countywide Safe Routes to School Program


2) Create and sustain lasting partnerships


3) Develop a culture of safety


4) Fund and build safe streets


This Plan includes specific actions and strategies


to achieve its four main recommendations, as well


as appendices of further resources to support


implementation of SRTS activities across the county.

Tuesday Lunch Plenary - 2018 National Bike Summit Video

Toks Omishakin is the Deputy Commissioner of Tennessee Department of Transportation, and the Vice Chair of the Council on Active Transportation for AASHTO. Under AASHTO's new organization the Council on Active Transportation is at the same level as their Council on Rail, Highway and Air travel.  Commissioner Omishakin will talk about the Council's new Strategic plan and how bicycling and walking advocates can work with their state DOTs to improve bicycling and walking in their state.

Public Participation Plan for the California Transportation Plan and Federal Statewide Transportation Improvement Plan  

The Public Participation Plan (PPP) (PDF) for the California Transportation Plan (CTP) and Federal Statewide Transportation Improvement Program (FSTIP) supports Caltrans mission to involve stakeholders and the public in transportation decision making and responds to federal and state laws and regulations that emphasize public engagement. The PPP describes Caltrans' strategies and techniques to inform and engage stakeholders and the public in transportation planning and programming with the purpose of maximizing participation and effectiveness.

The CTP is California's long-range transportation plan that provides a vision with a set of supporting goals, policies, and recommendations to help guide transportation-related decisions and investment to meet the State's future multimodal mobility for people and freight while reducing greenhouse gas emissions.

AB-1755 Bicycle operation(2017-2018) RAIL TO TRAIL Download

 Class I fully separated  bike paths and trails.  This bill subjects a person operating a bicycle on a Class I bikeway to  all of the accident-related Vehicle Code provisions that apply to the driver of a  vehicle on a highway.  2) Requires the driver of a vehicle involved in an accident that injures a person  other than himself or herself, or results in the death of a person, to immediately  stop the vehicle at the scene of the accident.AB 1755 Page 2 3) Requires the driver to give his or her name and current residence address to the  person struck or the driver or occupants of any vehicle collided with, and to  give the information to any traffic or police officer at the scene of the accident.  4) Requires the driver to render reasonable assistance to any person injured in the  accident, including transporting, or making arrangements for transporting, any  injured person for medical treatment if it is apparent that treatment is necessary  or if such transportation is requested by any injured person. 5) Requires the driver, upon being requested, to exhibit his or her driver’s license  to the person struck or to the driver or occupants of any vehicle collided with,  and to any traffic or police officer at the scene of the accident.

Caltrans Adopts Statewide Bike and Pedestrian Plan

Caltrans released the final draft of its first-ever statewide bike and pedestrian plan today. Toward an Active California outlines the policies and measures that the state can take to help reach its goals of increasing bicycling and walking in California while reducing fatalities among bike riders and people walking.

 

The plan acknowledges that Caltrans can’t reach its ambitious goals alone, and needs help from local partners. But while the department does not have jurisdiction over local transportation planning or policies, it does wield considerable influence over infrastructure decisions made at the local level. Caltrans also provides expertise and guidance when local departments are understaffed or need assistance, so a statewide plan that provides a cohesive vision for safe, comfortable biking and walking in California communities is an important first step towards making that happen.

The plan’s stated vision is that “by 2040, people in California of all ages, abilities, and incomes can safely, conveniently, and comfortably walk and bicycle for their transportation needs.”

Let that sink in for a minute.

Caltrans’ stated goal is to make walking and bicycling so safe and comfortable that anyone could choose to walk or bike for at least some of their trips. That would be a dramatic change for California communities. It is also a huge leap forward from previous state transportation planning that reluctantly accounted for “nonmotorized travel” because there were all those darn people out there walking and biking. The Smart Mobility and Active Transportation Branch is pleased to introduce the latest update to the Complete Streets Elements Toolbox!

The Complete Streets Elements Toolbox was developed by staff in coordination with a diverse group of Caltrans stakeholders- including staff from the Headquarters Divisions of Transportation Planning, Design, Traffic Operations, Local Assistance, Maintenance, Rail and Mass Transit, as well as a number of Complete Streets Coordinators at the District-level- to translate Complete Streets policy concepts into concrete project delivery assets. As such, the Toolbox is a focus on the specific roadway elements that can be designed and constructed to provide multi-modal mobility and access. For each of these elements, the Toolbox provides definitions and benefits, links to design guidance, project examples, and SHOPP Tool quantification methods.

The Toolbox is a living document that will be updated and improved over time. As such, we will accept comments regarding revisions, content that should be added to the Toolbox, and pictures of best practice Complete Streets examples.

Putting Wheels in Motion: A Service Learning Project The Bicycle Recycle Project took shape around the notion that middle school was the ideal time to teach students mechanical skills that they could use for the rest of their lives. The Project gives students the opportunity to believe that school can work for them. In 2002, the Bicycle Recycle Project received the Golden Bell Award from the California School Boards Association recognizing it as a unique and exemplary program. In 2009,

 Seven Hills School received California Distinguished School Recognition in part because of the Bicycle Recycle Project. Thanks to a generous grant, a state of the art Bicycle Recycle Project classroom/workshop was built in 2010. Today, the large classroom is filled with tools, bikes, parts, and exuberant students and volunteers. The Project has trained over 1500 students and built over 2000 bicycles. The Bicycle Recycle Project is continually advancing and seeking new opportunities to share the program
