The Parkland School District makes every effort to ensure a safe computing environment for our students. As mandated by the Children's Internet Protection Act (CIPA), web content filtering is provided on all student computers. Chromebooks assigned to students as part of Parkland Ready 21 are filtered even when taken home. However, sheltering students from inappropriate Internet sites is not the complete solution. The most effective filter is knowledge and parental involvement.

Although framed as a response, this research is Instagram being

proactive on these issues. One of the objectives here is to inform

product teams. The research was an exploratory effort to hear from

teen users to understand how they think about "mental health" and

how they talk about it. The description in this report is

perception-based, and did not involve a clinical assessment, and did

not use clinical criterion.

The overarching goal was to help product and policy teams generate

ideas on how to build products and messages that can support

teens who might be having difficult experiences.

The scientific and academic research on the effects of social media

on teen mental health is in its early stages and developing, and there

is no consensus about the causal relationship between social media

and effects on mental health. This research was not intended to (and

does not) evaluate causal claims between Instagram and health or

wellbeing. Some conclusions in this report are a combination of

inferences from researcher observations in qualitative sessions;

conceptual thinking; and/or impressions and hypotheses from

ongoing research. The quantitative data referenced in the study

were not scoped to evaluate these statements.

Research that is preliminary, exploratory, or for prioritization

research often does not produce detailed methodological

summaries, or fully identify the sources of conclusions, statements,

or proposed discussion points.

DATE: September 2, 2021 TO: First 5 Orange County, Children and Families Commission FROM: Kimberly Goll, President/CEO ACTION: Receive Presentation on School District Progress on Updated Goals and  Realigned Scopes of Work For the three-year funding cycle that began July 1, 2020, First 5 Orange County updated the goals  for its early learning initiative. New scopes of work were developed for the 25 school districts that  we fund, in alignment with the revised First 5 Orange County Strategic Plan. The new scopes of  work support the elevation of early childhood within each school district with a kindergarten  population and are anchored in a systems change approach.  During the initial 2020-2021 fiscal year of the three-year agreement, each school district  embraced the tasks of learning a new scope of work, developing their implementation plan aligned  with the major goal areas and indicators linked to First 5’s Strategic Plan, executing their plan,  and participating in training and applying knowledge regarding the new High 5 (Salesforce)  reporting system. They did this while managing the unique challenges and uncertainties of the  COVID-19 pandemic for their children, families, and staff members. All 25 school districts were  successful in completing the required milestones and reporting.

Resolved, That actions such as implementing statewide or districtwide “humane education days” and involving nonprofit organizations in humane education activities with local faculty and school administrators be considered for inclusion in compliance efforts; and be it further

Growing up in Berkeley with a single mom and a father with schizophrenia, she experienced adversity firsthand. Her family experiences, along with her experiences receiving medical care in free clinics, inspired her to pursue medicine. She is the creator of the award-winning film, Screenagers. Gavin Newsom tells CalPERS, CalSTRS to favor green investments in climate change order

 

Gov. Gavin Newsom on Friday signed an executive order to leverage the might of California’s $700 billion public pension funds and the state’s purchasing power as a highway builder in a campaign to reduce greenhouse gas emissions.

Newsom’s order caps a week in his administration fought with Trump administration over the state’s authority to regulate greenhouse gas emissions through the California Air Resources Board, and in which the $83 billion University of California Retirement Plan announced that it would divest from fossil fuels.

“Our state is proof that you can reach some of the strongest climate goals in the world while also achieving record economic growth,” Newsom said in written remarks. “How we meet this moment will define our state – and country – for decades to come, just as the emergence of the internet defined our economy over the past few decades. We have to get ahead of this and align our state investments, our purchasing power and our transportation and housing policies to be ready to meet this moment head-on.”

Ahead of Climate Week, Governor Newsom Announces Executive Action to Leverage State’s $700 Billion Pension Investments, Transportation Systems and Purchasing Power to Strengthen Climate Resiliency

Governor directs Department of Finance to create a Climate Investment Framework to leverage the state’s $700 billion CalPERS, CalSTRS and UC Retirement Program portfolio to drive investment toward carbon-neutral technologies

Governor Newsom also signs legislation strengthening the state’s emissions standards and establishing the nation’s first “smog check” for diesel trucks

SACRAMENTO – Just days before global leaders converge in New York City for Climate Week and months after California struck a major agreement with four automakers on vehicle emission standards, Governor Gavin Newsom today signed a landmark executive order to leverage the state’s $700 billion pension investment portfolio and assets to advance California’s climate leadership. The executive order also directs multiple state agencies and departments to review and update overall operations, transportation investments, and use of the state’s purchasing power to advance groundbreaking climate goals.

The Governor also signed two important bills today to strengthen emission standards for trucks, semis and other high-pollution vehicles. SB 210 by Senator Connie Leyva (D-Chino) requires the California Air Resources Board (CARB) to develop and implement a Heavy-Duty Inspection and Maintenance Program for non-gasoline, heavy-duty trucks — the first ‘smog check’ program of its kind in the nation. SB 44 by Senator Nancy Skinner (D-Berkeley) requires CARB to create a comprehensive plan for reducing greenhouse gas emissions from medium and heavy-duty vehicles. Medium and heavy-duty diesel trucks make up only four percent of the 28.2 million vehicles on the road in California but accounted for 20 percent of greenhouse gas emissions from the transportation sector and 8 percent of statewide greenhouse gas emissions this year. Cars, trucks and other vehicles are responsible for more than 80 percent of smog-forming pollution.

“In the face of the White House’s inaction on climate change, California is stepping up and leading the way,” said Governor Newsom. “Our state is proof that you can reach some of the strongest climate goals in the world while also achieving record economic growth. How we meet this moment will define our state – and country – for decades to come, just as the emergence of the internet defined our economy over the past few decades. We have to get ahead of this and align our state investments, our purchasing power and our transportation and housing policies to be ready to meet this moment head-on.”

California is a global leader in climate change mitigation efforts through bold climate goals and actions, as well as leadership in the U.S. Climate Alliance and Under2 Coalition, using the state’s power as the fifth largest economy in the world to drive positive action. California has ambitious and essential climate goals to transition to a healthier, more sustainable and more inclusive economy, including: reducing greenhouse gas emissions 40 percent below 1990 levels by 2030; providing 100 percent of the state’s electricity from clean energy sources by 2045; reducing methane emissions and hydrofluorocarbon gases by 40 percent; and adding 5 million zero-emission vehicles to California’s roads by 2030.

This executive order continues the Governor’s commitment to strengthening California’s resilience while investing in new technologies, programs, and best practices to lower carbon emissions. To mitigate climate threats to our communities and increase carbon sequestration, the Governor invested in forest health and fuel reduction and held utilities accountable for building resiliency. The Governor also directed state agencies to develop a comprehensive strategy to build a climate-resilient water system and made a historic investment to develop the workforce for California’s future carbon-neutral economy.

The executive order will advance California’s climate goals by leveraging:

State Investments: California has an investment portfolio of over $700 billion through CalPERS, CalSTRs, and the University of California Retirement System. As the state transitions to a carbon-neutral economy, and as other states and countries increasingly adopt ambitious climate policy, the state’s investments must align with the reality of this major market shift. The Governor’s executive order directs the Department of Finance to create a Climate Investment Framework to measure and manage climate risk across the state’s investment portfolio, with the goal of driving investment toward carbon-neutral and climate resilient technologies. The Framework will provide a timeline and criteria to shift investments to companies and industry sectors that have greater growth potential based on their focus of adapting to and mitigating the impacts of climate change, including investments in carbon-neutral, carbon-negative and clean energy technologies.

Transportation Systems: The California State Transportation Agency (CalSTA) is directed to invest its annual portfolio of $5 billion toward construction, operations and maintenance to help reverse the trend of increased fuel consumption and reduce greenhouse gas emissions associated with the transportation sector. CalSTA, in consultation with the Department of Finance, is also directed to align ​transportation spending, programming and mitigation with the state’s climate goals to achieve the objectives of the state’s Climate Change Scoping Plan, where feasible. Specifically the Governor is ordering a focus for transportation investments near housing, and on managing congestion through innovative strategies that encourage alternatives to driving.

State Assets and Operations: California owns and manages major physical assets through the Department of General Services (DGS), including 19 million square feet of buildings and over 51,000 vehicles. We are also a major purchaser of products across our agencies. As a global leader on climate change, and as a responsible asset owner and manager, we must lead by example in our own state operations by aligning our operations with our values. As property owners and managers, we must take the physical impacts from a changing climate into account, as the private sector (bond raters and issuers, reinsurers and insurers) is increasingly doing. With this executive order, the Governor is directing DGS to identify opportunities to lower emissions and mitigate climate risk from the state’s owned and leased assets, primarily buildings and vehicles, and to implement sustainable purchasing policies across state agencies that prioritize the purchase of environmentally preferable goods, consistent with state climate policies.

Vehicles and Electric Vehicle Infrastructure: Moving away from internal combustion engines is critical to reduce carbon emissions and to address major pollution issues across the state, especially in the Central Valley and Inland Empire. Through the executive order, the Governor directs CARB to push automakers to produce even more clean vehicles, and to find ways for more Californians to purchase these vehicles on the new and used markets. CARB is tasked with developing new grant criteria for clean vehicle programs to encourage manufacturers to produce clean, affordable cars and propose new strategies to increase demand in the primary and secondary markets for zero emission vehicles. Finally, CARB shall strengthen existing or adopt new regulations to achieve greenhouse gas reductions within the transportation sector.

Governor Newsom will travel to New York City next week to participate in New York Climate Week events and discuss California’s climate leadership in sustainability, clean energy and fuel standards at the World Economic Forum.

Education Secretary Betsy DeVos on Tuesday assailed plans by some local districts to offer in-person instruction only a few days a week and said schools must be "fully operational" even amid the coronavirus pandemic.

Anything less, she says, would fail students and taxpayers.

DeVos made the comments during a call with governors as the Trump administration launched an all-out effort to get schools and colleges to reopen. Audio of the call was obtained by The Associated Press.

"Ultimately, it's not a matter of if schools need to open, it's a matter of how. School must reopen, they must be fully operational. And how that happens is best left to education and community leaders," DeVos told governors.

President Donald Trump has insisted that schools and colleges return to in-person instruction as soon as possible. Trump said Monday on Twitter that Democrats want to keep schools closed "for political reasons, not for health reasons."

"They think it will help them in November. Wrong, the people get it!" Trump tweeted.

Trump scheduled a White House event for later Tuesday to press his case for reopening schools. Vice President Mike Pence and education and public health leaders were expected to attend.

The Centers for Disease Control and Prevention put out guidance for schools last month, including staggering schedules, spreading out desks, having meals in classrooms instead of the cafeteria, adding physical barriers between bathroom sinks and cleaning and disinfecting surfaces.

In the call with governors, DeVos slammed districts that plan to offer in-person instruction only a few days a week. She called out Fairfax County Public Schools, which is asking families to decide between fully remote instruction or two days a week in the classroom.

"A choice of two days per week in the classroom is not a choice at all," DeVos said, noting that the district's distance learning last spring was a "disaster."

Her criticism of schools' distance education efforts extended across the country. DeVos said she was disappointed in schools that "didn't figure out how to serve students or who just gave up and didn't try." She said more than one state education chief told her that they also were disappointed in districts that did "next to nothing to serve their students."

The same thing can't happen again this fall, she said, urging governors to play a role in getting schools to reopen.

"Students across the country have already fallen behind. We need to make sure that they catch up," DeVos said. "It's expected that it will look different depending on where you are, but what's clear is that students and their families need more options."

Angela Hanscom is a pediatric occupational therapist and the founder of TimberNook, which focuses on nature-centered developmental programming in New England. Angela holds a master’s degree in occupational therapy and an undergraduate degree in Kinesiology (the study of movement) with a concentration in health fitness. She specializes in vestibular (balance) treatment and sensory integration. She is also the author of the upcoming nonfiction book, Balanced & Barefoot, which discusses the effects of restricted movement and lack of outdoor playtime on overall sensory development in children.

The third grade classroom that was visiting our nature center for the day consisted of mostly boys–rowdy, loud and rambunctious boys. As we started out into the woods, the children spoke loudly to each other in anticipation of what was to come. After playing a quick game and explaining the ground rules, it was time for free play. As soon as the children realized they had the freedom to explore and build in the woods, something funny happened – they got really quiet. They dispersed and many of them started working together to build a large teepee.

Nothing gives me more pleasure then to see children contentedly building a structure using branches and logs out in the woodland. That is, until fear kicked in and everyone’s pulse increased a few notches at the shrill cry of alarm.
